I need to set "usb-storage.quirks=0bc2:2038:u" on the kernel cmdline, how do I do this for the "rk3566-sd-debian-bookworm-core-6.1-arm64-20250123.img.gz" image?

For raspberry pi I would modify /boot/cmdline.txt and x86 I would modify grub.cfg. Is there an equivalent?
