Do any of the downloadable images have hardware video encoding / decoding readily available (ideally using GStreamer)?

If not readily available, what steps are required to make hardware video encoding / decoding functional?
My preference would be to use Ubuntu 22.04.
The RK3588S processor is advertised as having 8K@30fps H.264 decoder and 8K@30fps H.264 encoder. We need a solution that can utilise the hardware decoder and encoder, but the images do not appear to provide this support. Which of the available images provide both hardware decode and encode support? ...
The RK3588S provides hardware H.264 decoder and encoder for resolutions up to 8K@30fps

What support is there in the Debian images for hardware H.264 decode and encode?
