No cursor in Ubuntu Core terminal NanoPC/Pi

I cannot get the cursor enabled in the Ubuntu Core distro on a NanoPC-T2. There is nothing in npi-config. Issuing: setterm --cursor on, does nothing. It is aggravating not having a flashing cursor. An: echo $TERM, returns linux. How can I enable an underlined, block, flashing or not, cursor?
