How to activate WLAN access point mode in NeoPlus2?

There is no documentation about activating access point mode for Nano Pi Neo Plus 2.
The procedure laid out for earlier NEOs does not work.
Please advise what to do for devices that are ex-factory with Ubuntu 16.04.3
