Hello,
On first boot, blue led flashes and green led is on
I flashed and tried two different SD cards (one 32GB and 8GD), and powered the Neo at the USB and at the Debug Port...

Not sure but maybe you need a better power supply.

Got mine now with a USB to RS232 on it and it booted up with the USB power on the RS232. I got plug in to a USB powered hub.

Here is a nice $10 2.5 amp at 5 volt power supply on Amazon.

Sorry, I posted this topic a bit to fast
When I opened the box I found inside a small leaflet stating that for a successful start, the Neo should have the grenn led flashing and the blue led should be steady on...

As always, the wiki is the best source...
Blue led flashing and green led on => all is OK
