NanoPi NEO Core-LTS won't start without LAN

Hello.
NanoPi NEO Core-LTS (nanopi-neo_sd_friendlycore-xenial_4.14_armhf_20210425) won't start without LAN. How to fix this problem? Our device should always start and connect to the network automatically.
