SATA HAT hot swap and GPIO?

Hi there,
I have two questions.
1. Is SATA HAT hot swap capable?
2. There is an information on wiki page of SATA HAT that "ALL the signals of the NanoPi M4's 40-PIN connector are populated". Is that correct? So why is there a 40 pin header on the HAT if i am not allowed to use it? I need one digital output.
