NanoPI R4S boot problem after short powerdown

Hello, everyone

When power is interrupted for less than 1.5 seconds the system does not boot and the power LED does not light up, no response to reset button,
if I unplug the power for a longer period of time, the system boots up fine.
I tested this on two different devices and they behaved in the same way.
How can I fix it?

and i also tested it on 2 different devices and on several OS!!!!

so does anyone know anything!?
