I get the error "download quota for this file exceeded at this time, so unable to download at this time". 
I'd rather not be logged in.

I totally get how frustrating that error can be! Since it worked when you were logged in, one option is to ask the person who shared the file to create a copy and share that link. It usually helps with the quota issue. If that's not possible, maybe just log in briefly to download it and then log out again. I know it’s not ideal, but it might be the quickest fix!
