rkvideoconverter for Hardware Accelerated Video Scaling

I’m currently working with the NanoPC T6 and looking to perform hardware-accelerated video scaling using GStreamer. I understand that the RK3588 SoC supports hardware video processing.

However, I could not find clear information or documentation on how to enable or use rkvideoconverter on the NanoPC T6 image provided here:

My main use case is real-time RTSP streaming with resolution scaling, and I’d like to offload the scaling to the RGA/GPU hardware for better performance.

Could you please help with the following:

Is rkvideoconverter included or supported in the default OS image?

If not, what is the recommended method to build or install it for the NanoPC T6?

Any guidance or pointers would be highly appreciated!
